Orange County Booking Photos
OCSO maintains an official New Booking Photos page. The page states that the Orange County Sheriff's Office maintains the information and data on the page and gives OCSO contact routes for questions. During inspection, the public HTML showed a loading message and did not expose a visible search form, photo list, individual record, or retention-period language. That means the page can be named as an official source, but it should not be described as a guaranteed full mugshot database.
The official booking-photo page appears separately from the current detainee PDF.
When the photo page does not load or a person is not visible, the current detainee PDF and OCSO contact routes become the practical next steps.
Orange County Jail Roster Is Text-Only
The inspected Daily In Custody Report by Facility did not include mugshots. It showed facility, name, race/sex code, booking number, attorney, charges, agency, judicial status, docket, bond amount, bond status/type, court, court date, booked date/time, days in custody, and custody status. The report is useful for confirming current custody and finding a booking number, but it is not the booking-photo gallery.

Request Orange County Booking Photos
If the OCSO booking-photo page is not enough, use the jail roster to gather identifying details before contacting the Sheriff's Office. North Carolina Chapter 132 is the general public-records law, but law-enforcement, juvenile, medical, court-sealed, and security exceptions can limit what is released. A request for a booking photo should be specific and should not assume that every image is available online.

- Open the OCSO Current Detainees page and use the Daily In Custody Report for the booking number.
- Record the person's full name, approximate booking date, booking number, and docket number if listed.
- Contact OCSO at (919) 245-2900 or websheriff@orangecountync.gov for the proper request route.
- For court status after the arrest, use the eCourts Portal or clerk records, not a mugshot page.
North Carolina Mugshot Public Records
North Carolina Chapter 132 says public records and public information made or received by state and local government are generally available unless a law says otherwise. Adult booking photos may be released by sheriffs, and Orange County runs a New Booking Photos page. Still, release is subject to records-law exceptions, juvenile restrictions, court orders, expunction issues, and local publication choices.
Public access limit: The existence of a booking photo page does not mean every photo, juvenile image, sealed matter, or investigative record is public.
Chapter 132 also includes law-enforcement investigation and intelligence rules. Complete investigative records can be withheld even when basic arrest or custody information is public. The research also found juvenile photograph restrictions, so juvenile photos should not be treated as public Orange County jail mugshots.
Orange County Juvenile Photo Limits
Juvenile photographs are not ordinary adult booking photos under North Carolina law. The research found Chapter 15A and juvenile-law references stating that juvenile photographs taken under juvenile procedures are not public records under Chapter 132 and are kept separate from public inspection except as the law allows. Do not infer juvenile photo access from an adult booking-photo page.
Mugshots After Orange County Expunction
OCSO did not publish a booking-photo removal policy in the inspected pages. If charges are dismissed or end in a not-guilty finding, G.S. 15A-146 may allow an expunction petition in the county where the charge was brought. G.S. 15A-153 describes expunction's effect on public record entries of arrest, charge, or conviction.

State Prison Photos Differ
Orange Correctional Center is a state prison, not a county jail. Sentenced state-prison records are searched through NCDAC, and NCDAC may display offender information through its own prison and supervision systems. A county booking photo from an Orange County arrest is not the same record as a state-prison offender photo after sentencing or transfer. Federal Mugshots Are Different
No BOP prison or ICE detention center was located in Orange County, but OCSO says the county jail houses federal pretrial detainees for the U.S. Marshals Service. A federal pretrial detainee can appear in the OCSO roster while housed locally. After federal sentencing, use the BOP locator for custody location. The BOP locator research did not show public mugshots in the search form or sample result fields.
Booking Photos and Court Context
A booking photo is a jail intake record. It does not show whether the charge was later filed, amended, reduced, dismissed, or resolved in court. Orange County's current detainee report is useful because it may include docket numbers and court-date text that connect the custody event to the North Carolina court system. Use those details to check the eCourts Portal or the clerk's office when the question is what happened after the arrest.
Bond and hold entries can also affect how a mugshot is read. A no-bond entry, secured bond, probation hold, federal pretrial hold, or other-agency status can keep a person in custody even when one charge line looks minor. The photo, if available, should be paired with the roster record and court record before any conclusion is drawn.
Details to Include in a Photo Request
A specific request is easier for OCSO to route than a broad demand for all mugshots. Use the current detainee PDF first when possible, then include the same identifying details in the request. If the person was released or transferred, mention that the request is for a booking photo or booking record tied to an Orange County Detention Center intake.
- Full name and any known spelling variation.
- Approximate booking date or arrest date.
- Booking number from the OCSO report, if known.
- Docket or case number when the report lists one.
- Preferred contact method for the response.
Avoid Commercial Mugshot Sites
Use official sources first: OCSO, the North Carolina Judicial Branch, NCDAC, BOP, ICE ODLS, or VINELink. Commercial mugshot sites can be incomplete, stale, or designed around paid removal pressure. They also may not reflect a dismissal, expunction, transfer, corrected custody status, or public-record restriction. For current Orange County jail custody, use Orange County inmate records and then move to court records after a jail arrest when the question is charge status or disposition.
